Gao Baorong, courtesy name Dechang, was the third son of Gao Conghui and inherited Jingnan when his father died in 948, receiving from the Later Han the governorship of Jingnan and the rank of chief minister. The Later Zhou made him Prince of Bohai in 951 and Prince of Nanping in 954, and when Emperor Shizong of the Zhou campaigned against the Southern Tang he sent ships to assist. Slow and lacking ability, he left most business to his younger brother Gao Baoxu. After the Song dynasty was founded in 960 he grew anxious and sent tribute missions three times within the year, dying before it ended; he received the posthumous name Zhenyi, and because his son Gao Jichong was still young, Gao Baoxu succeeded him.
