In a council hall, a long table holds an unrolled map scroll, a brass-cornered chest and a brush pot, with tall-backed chairs around it and a bronze lamp at the left; a figure stands with their back turned on the balcony at the right, with palace roofs beyond.

Quan Deyu, courtesy name Zaizhi, was a mid-Tang statesman and writer who served under Dezong, Shunzong and Xianzong. He held posts from diarist to minister of rites, was chancellor from about 809 to 813 until removed over a dispute with Li Jifu, and then served as Eastern Capital garrison commander and governor of Shannan West. He died in 818 and was named Wen posthumously; his prose and verse collections both survive.
