Finance ministers are officials who managed the state's revenue, including taxation, the salt and iron monopolies, grain transport and coinage, and some also pushed fiscal and institutional reform. Their proposals often drew debate and are recorded in memorials and the treatises on food and money in the standard histories. They differ from chief ministers and general officials in that finance is their main achievement.
