Exemplary magistrates are local officials known for good government in their districts; both the Records of the Grand Historian and the Book of Han have a chapter of biographies for such officials. Their deeds are typically building water works, fair judgement, encouraging farming and teaching the people. They differ from provincial governors in mostly holding county or prefecture posts of lower rank, yet being remembered for close, effective administration.
